Natural or other resources which are in common ownership. The resource pool is usually so large, as with oceanic fishing areas, that it is extremely difficult to exclude potential beneficiaries from exploiting them, which raises problems of resource management undertaken to ensure that the pool is not depleted (cf. tragedy of the commons). (RJJ)
