A particular type of pure public good, usually defined as the national minimum standard for its provision. Public policy should ensure that the entire population of the relevant territory obtains at least a specified threshold level of provision of the good in question (such as the purity of a water supply). Any provision above the merit good standard involves the creation of impurely distributed public goods. (RJJ) |
