Policies designed to favour disadvantaged groups within society, in order to reduce if not eliminate inequalities. Some of these policies are targeted at particular areas, either because the service is delivered on an areal basis (e.g. a neighbourhood school) or because it is the most effective way of reaching the target group (e.g. defining those eligible for house improvement grants as all households in a specified area). Spatial targeting often means that some of the intended beneficiaries receive no advantage, because they live outside the defined areas, whereas residents of the targeted areas do benefit whether or not they are deserving cases. (RJJ) |
