An acronym, coined by a British political scientist Tony Barker, for quasi-autonomous-non-governmental-organizations, bodies to which public functions have been assigned and whose appointed members are not directly accountable to the electorate. The number of quangos in the UK has increased very significantly since the 1970s, as part of the drive to reduce the size and direct power of the state apparatus and to introduce \'market disciplines\' to the provision of public services — as with the ability for schools to \'opt out\' of local government control and receive grants directly from central government, to be managed by appointed governors.
