An aspect of redistricting in the USA designed to ensure that racial minorities do not suffer discrimination, such as gerrymandering (intentional or otherwise), which has been outlawed by the Voting Rights Acts (first passed in 1965). This requirement normally involves ensuring sufficient \'minority-majority\' districts in each State so that, for example, if 30 per cent of a State\'s population is black, then 30 per cent of its Congressional Districts should contain a majority of black residents, although there are continued legal disputes over whether this is an absolute requirement. (RJJ)
