A territorial division of a country associated with an electoral cleavage created when a party mobilizes the majority of that area\'s population around a particular economic or social issue. The classic sectional cleavage occurred in the southern States of the USA for most of the century following the end of the American Civil War; the great majority of white voters were mobilized by the Democratic party to block the achievement of equality of civil rights granted to blacks constitutionally by the ending of slavery. (RJJ)
