An area whose characteristics encourage the establishment and growth of new firms there. Initially, such areas were associated with the fringe of the central business district, where relatively small, cheap and easily converted older properties offered favourable conditions for people wishing to set up their own businesses: in recent years, urban renewal policies have restricted the availability of such properties. Various public policies have been experimented with to stimulate the development of new businesses in planned seed bed locations, as with enterprise zones and science parks. (RJJ) |
