A labour market divided into two or more separate segments between which movement is difficult. A dual labour market, for example, may comprise one segment for skilled labour and the other for unskilled, with people in the latter unable to compete for jobs in the former (which may itself be further divided according to the skills involved). Spatially, a country may be divided into a large number of separate labour markets between which movement is difficult for some people because of the costs of either commuting or migration. Such segmentation makes for particular difficulties during periods of restructuring, when available labour supply does not match demand. (RJJ)
